Emergency travel document (ETD)
The EU embassies in Reykjavik divide the non-represented EU countries in Iceland between them and provide Emergency Travel Documents (ETD) to citizens of non-represented member states.
The Danish Embassy represents Romania in 2026. If Romanian citizens are in need of an ETD they need to provide proof (police report) of their passport being stolen, lost, destroyed or temporarily unavailable (EU council decision 95/553/CFSP and 96/409/CSFP).
Romanian citizens can read more and apply for an ETD through the Romanian Embassy in Denmark here:

The Romanian Embassy in Denmark will verify the ID of the applicant and give permission to either the Danish, Finnish or Swedish Embassy in Iceland to issue the ETD to the applicant.
Please be aware that from 2 April 2025 entry into the United Kingdom with an Electronic Travel Authorization (ETA) can only be issued on the basis of a passport, not an Emergency Travel Document (ETD).
